Ability to pull prospect data into GHL

Currently, if I have a client or prospect, they have to be running PPC Ads to have the ability to add them into GoHighLevel.
If they are not running PPC Ads, then that client/prospect doesn't have a URL within PPCAL.
Is there a way to have a top level client URL that can be added into a clients GHL account sidebar that will give them access to what is effectively in the PDF report that is downloaded?
